2007 Honda civic SI Abnormal Problem with ECT 1 and 2

I had just added a new DW fuel pump module with return line system to my car and had everything disconnected so when placing everything back together i got 2 codes P0118 & P0113. I reset the codes but ECT code kept coming back. Finaly i kept the check engine light off and after i tried the ideal relearn procedure but my fans never came on. I disconnected the Radiator sensor and normally that would cause my fans to come ON automatically but didn't I went and bought 2 new sensors from the dealer and replaced ECT1 & ECT2. I installed both without draining any fluid and torqued them to spec being 8.7 ft pound. I tried to use the car right after and both codes where on Due to me not disconnecting the battery at the moment of the install, being P0118 & P2185 and cleared the codes and they did not come back. I notices both of my readings on hondata were showing differently then usual because ECT1 normally would be at 186 and would move a bit around with the drive, ECT2 would be below being ready to go up to 194 to turn on the fans in any case it reached operating temp or at any given moment. Well ECT 2 would show to be vary low. Even on the high way it was to about 134. I continued with trying to Ideal relearn and ECT 1 was at 190 pretty much (looking) like it did not want to budge and ECT 2 stars raising but it never made it to 194 to turn on the fans at all the most it got to was 183 and ECT 1 was at 201 when the fans came on. NOT sure why or what exactly happened. After the fans turned on i was happy because that was the issue previously them not coming on at All but If ECT 2 never got to operating temperature i dont know why or how my fands turned even on. After that high limit/temp the fans would not turn off at all causing ECT 2 to drop all the way down to 100 like if it was not even a struggle at (ALL) so i dont know what is the issue with that because everything shuold be OK and the installation was simple and now my fans are also not turnign off at all for no reason and i have to turn off the car to have them come off. Before this sensor change was done ECT 1 was stuck at the lows such as 160, 150 and i know that was not normal and being a reason why i changed both sensors. Now i just need to check for air in the system and trying disconnecting ECT 2 to see if the fans came on as they usually did before it being normal. Can anyone help me and tell my why my fans would be staying on and why my ECT sensors are reading much much different then normal and everything was done correctly and there is no other problems such as bad wiring, i have a new thermostat so that shuld not be the problem. Please help as i have no idea what is going on here.

You may need to replace the water pump and thermostat.

Both are new. And the problem is electrical taking in to consideration that the fans wont turn off after they are switched on.
