I bought a used Hondata flash pro from craigslist. paid through paypal.

My problem:
installed flash pro manager and hooked up the flash pro unit to my computer. says it is locked to a vin number already but the seller says he unlocked it. can you confirm if Serial number:fp-si-us-12304 is locked or unlocked ?
