flashpro locked to vehicle

I recently purchased a used hondata flashpro for 06-11 civic si from someone on ebay. They stayed that it was locked, how would i go about getting it unlocked?

Hello, I would like some help. I also have a locked, used iCloud Flash Pro that I bought on eBay. The seller lost their vehicle in an accident and only has the Flash Pro left. Now I would like to unlock it. Could you help me find out where I need to submit the request to make the payment?
