s300 flashing red and green when trying to start

when ecu is hooked up to laptop its shows its connected,but cant not read ecu or datatlog. when trying to start the car it flashing red and green car turns over but no fuel pump. i checked fuses and main relay. i have to cycle the key 10 times for it to read the ecu.

Have the capacitors been replaced in the ECU?
From Help, About, what is the version of software you are using?

no the capacitors have not been replaced, im using version 2.7.5

Start by replacing the Capacitors and also make sure that J12 has been cut.
