s200 launch control/wot shift wont allow me to rev match

when downshifting, if the clutch is depressed I can only rev to 5000 rpm otherwise it hits a cut like my 4500 rpm launch control. someone please help me out because it sucks not being able to downshift to pass. Car is a 01 ITR. thanks
