Sensors not fluctuating and reading wrong/not reading

I KNOW ITS A LOT, I BASICALLY HAVE NO SENSOR READINGS IN HONDATA AND AM WORRIED THE ECU IS NOT READING CORRECT AND IDK IF I SHOULD CONTACT THE GUY WHO BUILT/REFURBISHED MY ECU OR IF I NEED TO FIX SOMETHING.

Hi, I have got my s300 installed into a p28 converted p06, the chip boots up with green on d3 and d4 and allows me to upload tunes, however I don't think it's actually reading the tunes and making any difference in my car. It's a weird situation because everything points to there being no problem because all my pins I've probed seem to have good grounds, power, and input but no matter what I do the sensors read like the image below. They never fluctuate or change and if I check them with the car on or off ecu plugged in or not it never changes anything. The weirdest part is how the battery reads 0v to me. anyway here are the pins I've checked.

d22 - grounded
D11 - gets tps signal as expected fluctuates with pedal
D12 - 5 v
D10 - continuity with map sensor signal wire
A12- continuity with iacv signal wire
A25 - constant 12v
A7 - switched 12v
A23 - grounded
A24 Grounded

since the map sensor and tps sensor recieve their 5v at the sensor and the TPS literally feeds the correct voltage between .45 - 4.5v or whatever it is as i press the pedal and the Hondata seems to boot normally I don't understand how it does not read the sensors or at least fluctuate the tps when i hit the pedal when the ecu has normal power and ground to it.

The last thing is I have a 99 hx ek civic, which is the auto cvt model. unfortunately I changed the engine, ecu, and manual swapped it all at once so I have a lot going on here but the car is a weird one and some people say all hx models are obd2a but my distributor plug is the obd2b style and the wires you repin for a iacv 3 to 2 wire are in the obd2b location so I am using a 2b jumper harness which, other than the sensor issue, seems to work cause the fuel pump primes, I get a check engine light with key on, and it cranks (sometimes throws a fire or two in there which Im thinking could be cause my 1000cc injectors are not updating or reading in the tune like they should). But anyway, I tried a 2a jumper harness and that didn't even prime the pump so I'm pretty sure it's 2b. The car was totally stock when I got is so I don't think anything has been fucked with in the wiring before me.

also my j12 resistor or capacitor or whatever has been removed and the firmware version is 24 and hardware is 3 (i just bought it new)

What are you clicking on to start datalogging as just plugging it in will not start datalogging and give sensor readings in software.

You can try the ECU in a known working vehicle to see if the issue is just with your vehicle.
