Not able to upload tune due to being locked (key acceess mode)

Hi all,
I'm trying to upload a tune, and I'm not able to because it says I'm "locked," even though the key is in access mode. I've tried uninstalling and reinstalling a bunch of times with no luck. Disconnected my battery and looked over wires, with no issues seen. This has happened in the past, but reinstalling seemed to fix it; now it doesn't work. Let me know if any of you have a solution or whatnot. Thanks!
(All of the icons at the bottom are green checks except for unlocked/locked)
